Payday loans are legal in Iowa, but only from lenders that have a physical location in the state and a license from the Division of Banking. The state calls the product a "delayed deposit service": you write a postdated check, and the lender holds it for a fee until your next paycheck.
The law that governs it is Iowa Code chapter 533D, the Delayed Deposit Services Licensing Act. It caps what a lender can charge and how long it can hold your check. It does not cap the loan at an ordinary interest rate, so the cost is still high.

At the cap, a $500 check carries at most $55 in fees. That sounds small until it is annualized. Iowa Legal Aid works through a $200 loan against a $225 check due in two weeks and gets an annual percentage rate (APR, the yearly cost including fees) of 325%. Lenders must disclose the APR in writing.
The $500 and two-check limits apply per lender. None of the sources here describes a statewide database tracking loans across lenders, a required cooling-off period between loans, or a mandatory extended payment plan. A consumer finance site, Doshound, says Iowa has no cooling-off period.
Lenders may not threaten you with criminal prosecution for not paying.
Who regulates lenders, and is anything changing?
The Iowa Division of Banking, part of the Department of Commerce, licenses and examines payday lenders and takes complaints (515-281-4014). Its annual report counted 61 licensed payday businesses at the end of 2024, which together made 194,526 loans worth about $78.3 million that year.
On June 10, 2026, the Division proposed rewriting its payday rules under ARC 0364D. It describes the rewrite as cleanup, not a change to fees or caps. As of late September 2026, the sources do not show whether the new rules have taken effect.
Online and tribal lenders
Because the statute requires a physical location in Iowa, an online-only lender with no Iowa location cannot hold an Iowa payday license. Some tribal lenders claim sovereign immunity from state law. Before you sign anything, check the lender in the Division's license lookup. If it is not listed, Iowa's caps may be hard to enforce.

If you are closing on a house soon
A payday loan shows up in a mortgage file in two places. The first is your bank statements, where the deposit and the repayment debit both appear. Underwriters usually ask about large or unusual deposits and recurring debits, so expect a request for a letter of explanation. The second is your debt-to-income ratio (your monthly debts as a share of your income), if the loan is still open when your debts are counted.
The cleanest file is one where the loan is paid off before you apply and has not been replaced by a new one. If one is already open mid-process, tell your loan officer before the underwriter finds it. How your lender treats it is the lender's rule, so ask what documentation it wants.
